About
Detroit Alliance Against Rain Tax (DAART) is an organized group of residents, religious communities and businesses. We are retaining counsel to challenge the so-called “Drainage Fee” assessed by the Detroit Water and Sewerage Department (“DWSD”). DAART believes the drainage fee is actually a tax that requires voter approval under the Headlee Amendment and the rule in Bolt v City of Lansing. Join us!

"The Michigan Supreme Court ruled that the stormwater service charge imposed by Lansing was unconstitutional and void on the basis that it was a tax for which voter approval was required and not a valid use fee."
